이 연구는 한국사회에서 오랫동안 청소년을 무성적(asexual) 존재로 여겨오면서 금욕주의적으로 이루어져 온 학교 성교육의 대안을 성적 시민권의 관점으로 제시하고자 했다. 이에 초중등학교에서 이루어지고 있는 성교육 현실을 구체적이고 맥락적으로 살펴보고 대안을 찾기 위하여 학교 성교육을 포괄적으로 접근하여 실천하고 있는 보건교 사, 교사 및 성교육 강사를 집단별로 면담하였다. 더불어 현재 학교 성교육에 문제의식을 가지고 있는 학생 집단의 면담을 수행하였다. 연구의 결과는 다음과 같다.
현재 학교 성교육은 젠더규범에 갇혀 청소년에게 실제적이지 않은 내용을 담고 있을 뿐 아니라 그 방식에 있어서도 전체교육과정과 유기적으로 연결되지 못하고 있다. 그러나 성은 생활이고 관계이며, 보편적 인권의 영역이다. 따라서 일상적이고 평범한 다양한 관계와 연결된 포괄적 가치관이 필요하다. 다시 말해 학교 성교육은 보편적 권리에서부터 성정치학을 다루는 성적 시민권(sexuality citizenship)이 중심원리가 되어야 한다. 성적 시민권은 성과 관련한 정상성을 해체하고 장애인, 청소년 등을 포함한 성적 비시민의 시민권을 확보하기 위한 정치적 연대로 확대될 수 있다. 결론적으로 성적 시민권을 원리로 하는 성교육은 청소년들이 성의 문제를 개인적인 것에서부터 사회적인 것으로까지 확장하고 그것을 자기 삶에서 실천해가도록 하는 시민교육을 의미 한다.

This study attempted to present an alternative approach to school sexuality education, which has long regarded adolescents as asexual in Korean society, as a sexual citizenship perspective. Therefore, in order to examine the reality of sexuality education in elementary and secondary schools in a specific and contextual condition and find alternatives, health teachers, teachers, and sex education instructors who are comprehensively approaching and practicing sexuality education in schools were interviewed. In addition, interviews were conducted with a group of students who are currently aware of problems with school sexuality education. The results of the study are as follows.
Currently, school sexuality education is not only separated from the school curriculum, but also far away in the direction of the curriculum of democratic citizenship training. However, sex is life, relationship, and is an area of universal human rights. Therefore, comprehensive values connected to various everyday and ordinary relationships are needed. In other words, Sexuality education should be a central principle from universal rights to sexual citizenship that deals with gender politics. Sexual citizenship can be expanded to political solidarity to dismantle gender-related normality and secure citizenship of sexual non-citizens, including the disabled and adolescents. In conclusion, sexuality education based on sexual citizenship refers to civic education that allows adolescents to expand gender problems from the personal to the social and practice them in their own lives.
