본 연구는 광역자치단체 저출산에 영향을 미치는 요인 분석과 향후 정책적 제안을 목적으로 한다. 저출산은 우리나라뿐만이 아니라 전 세계적인 문제라고 할 수 있다. 저출산 문제를 해결하기 위해 다양한 연구들이 진행되고 있다. 저출산 원인은 인구, 문화 및경제 등 여러 요인들이 복합적으로 얽혀있다. 그래서 본 연구는 출산율에 미치는 다양한 요인들을 종합적으로 반영한 실증 분석을 위해 2017년부터 2022년의 광역자치단체 자료를 활용하여 패널분석모형의 방법으로 분석하였다. 분석결과, 인구･사회적 요인중에서는 영유아비율, 실업률 및 보육시설수가 출산율에 유의적인 영향력을 미치는 것으로 나타났다. 그리고 경제적 요인 중에서 인당지방세부담액, 주거･정책 요인 중에서주택매매가격지수가 출산율에 영향을 미치는 것으로 나타났다. 이러한 분석 결과를 토대로 정책적 시사점을 제시하면 다음과 같다. 인구･사회적 측면에서 출산율 증가를 위해서 보육시설의 양적 증대 정책보다는 일자리 창출, 취업장려 정책 등을 통하여 육아에 대한 부담을 줄여주는 정책이 중요한 요소임을 확인할 수 있다. 그리고 경제적 측면에서 지방세부담을 줄이기 위한 정책을 통하여 출산율을 증대하는 정책이 필요하다. 또한 주거･정책 측면에서 주택 취득시 세제감면, 전세자금대출 지원 등 주택 수요를 지원하는 정책이 필요하다. 이와 함께 인위적인 주택가격 통제보다 공공임대주택 공급 확대와 같은 방법으로 원활히 주택 공급이 이루어질 수 있도록 하여 주택가격이 수요와 공급에 따라 결정되도록 하는 정책이 요구된다.

The purpose of this study is to analyze factors affecting the low fertility rate of metropolitan governments and propose future policies. The low fertility rate is a problem not only in Korea but also worldwide. Various studies are being conducted to solve the problem of low fertility rate. The cause of low fertility rate is a complex combination of various factors such as population, culture, and economy. Therefore, this study analyzed the method of the panel analysis model using data from metropolitan governments from 2017 to 2022 for empirical analysis that comprehensively reflects various factors affecting the fertility rate. As a result of the analysis, it was found that among demographic and social factors, the infant ratio, unemployment rate, and the number of childcare facilities had a significant influence on the fertility rate. In addition, among economic factors, the local tax burden per capita, and among housing and policy factors, the housing sales price index was found to have an effect on the fertility rate. Based on these analysis results, policy implications are as follows. In terms of population and society, it can be seen that in order to increase the fertility rate, policies that reduce the burden on childcare through job creation and employment promotion policies are important factors rather than policies to increase the fertility rate. In addition, in economic terms, a policy to increase the fertility rate is needed through policies to reduce the local tax burden. In terms of housing and policy, policies to support housing demand, such as tax cuts and support for lease loans, are needed when acquiring housing. Rather than controlling artificial housing prices, policies are required to ensure that housing prices are determined by supply and demand by allowing the supply of public rental housing to be smoothly performed in a way such as expanding the supply of public rental housing.
