<초록>

본 연구는 사회복지 프로그램의 목표설정이 제대로 이루어지고 있는지를 살펴보기 위한 것이다. 이를 위해 2010년부터 2015년까지 총 6년 동안 대전사회공동모금회의 배분신청 사업에 선정된 191개의 프로그램제안서를 분석하였다. 분석항목은 프로그램의 일반적 특성, 대상과 성과목표의 일치성, 문제와 산출목표, 성과목표의 일치성, 산출목표와 성과목표 간의 타당성, 성과목표와 성과지표 간의 일치성으로 구성하였다. 분석방법은 내용분석을 사용하였으며, 산출목표와 성과목표 간의 타당성은 미국 United Way의 서비스분류체계인 UWASIS Ⅱ를 우리나라에 맞게 적용한 부산개발원의 부산광역시 사회복지 서비스 분류체계를 활용하여 분석하였다.

분석결과, 대상과 성과목표, 문제와 산출목표, 문제와 성과목표의 일치성은 높게 나온 반면, 산출목표와 성과목표 간의 타당성은 30.6%, 성과목표와 성과지표의 일치성은 25.4%로 낮게 나왔다. 한편, 심리/정서/상담의 서비스와 여가/문화/예술의 서비스에서 음악치료, 놀이치료와 같은 ‘치료’서비스가 혼동되어 사용되는 경우가 많았다.

이러한 결과를 통해 사회복지 프로그램 목표설정이 보다 논리적이어야 하고, 서비스 내용에서 심리/정서/상담 서비스와 여가/문화/예술의 서비스의 정확한 구별, 그리고 사회복지 프로그램의 목표설정에 관한 체계화와 표준화의 필요성을 제언하였다.

This study attempted to identify the characteristics in terms of how setting goals of the social welfare program is done, to seek a plan for the social welfare program to fulfill its role by setting the proper goals. To that end, this study analyzed setting goals of social welfare programs through the 191 program proposals selected in the allocation request of Daejeon Community Chest of Korea for 6 years from 2010 to 2015. For the analysis, content analysis was used. The results of this study are as follows.

The degree of the congruence of the target and outcome objectives, the degree of the congruence of the problem and output objectives, outcome objectives were high as a rule. The degree of the logicality between output objectives and outcome objectives was low. The degree of the congruence of outcome objectives and performance indicator was relatively low.

Based on the above results, this study proposed the need to have a logical flow in the process of setting goals of social welfare programs, to be exactly distinct between the service of psychological/emotional/counseling and the service of leisure/culture/art, to provide the education related to the program for a conceptual understanding of the output objectives and outcome objectives set by the staff in charge of that program, and to systemize setting goals of social welfare programs.
