<초록>

본 연구는 우리나라 노인복지행정제도 발전방안을 모색하기 위한 일환으로 대한노인회를 중심으로 그 역사를 분석하여 대안을 제시하고 함의를 도출하고자 하였다. 제도화 과정 이론을 대한노인회 역사에 적용하여 분석하였다. 연구의 시사점으로는 대한노인회가 초기에 노인 리더들을 중심으로 조직의 초석을 다졌으며 조직의 정당성확보를 위해서 관련노인단체간 네트워크에 치중하였다. 그 결과 어려운 재정 여건 속에서도 노인의 자존감을 회복하고 위상을 제고하였으며 노인복지 향상에 기여하였다.

이제는 대한노인회를 중심으로 저출산 초고령화시대를 대비해야 하는 역사적 전환점에 와있다. 소장년노인층, 중장년노인층, 고령노인층에 합당한 정책이 수립되어야 하며 미래 노인은 국가와 사회의 소중한 인적 자원으로 활용되어야 한다. 다양한 노인의 욕구를 해결할 수 있도록 노인복지법을 개정･보완해서 미래형 노인복지행정제도가 구축되도록 하고, 노인복지부를 신설하여 노인문제에 적극 대처할 수 있어야 한다. 대한노인회를 법정단체화하여 노인관련 정책이나 사업을 일관성 있고 체계적으로 시행될 수 있어야 한다. 이를 위하여 대한노인회는 정책의 수립과 사업시행의 중심의 위치에서 그 역할을 해야 하며 우리나라 미래 노인상을 확립하는데 노력해야 한다.

This study attempted to analyze the history of the Korean Senior Citizens’ Association to present alternatives and derive implications as part of seeking ways to develop the welfare administration system for the elderly in Korea. The institutionalization process theory was applied to the history of the Korean Senior Citizens’ Association and analyzed. As for the implications of the study, the Korean Senior Citizens’ Association initially laid the foundation for the organization centered on senior leaders and focused on networks between related senior organizations to secure the legitimacy of the organization. As a result, it restored the self-esteem of the elderly, improved their status, and contributed to the improvement of welfare for the elderly despite difficult financial conditions.

Now, the Korean Senior Citizens’ Association is at a historical turning point in preparation for the era of low birth rates and super-aging. Policies suitable for the younger, middle-aged, and elderly should be established, and the elderly should be used as a valuable human resource for the state and society. In order to meet the needs of various elderly people, the Elderly Welfare Act should be revised and supplemented so that a future welfare administrative system for the elderly can be established. The Ministry of Elderly Welfare should be established to actively cope with the elderly problem. The Korean Senior Citizens' Association should be legalized to implement policies or projects related to the elderly consistently and systematically. To this end, the Korean Senior Citizens' Association should play its role in the central position of policy establishment and project implementation and make efforts to establish the future image of the elderly in Korea.
