<초록>

장애인의 역사는 역사 속에서 장애인이 어떠한 삶을 살았고, 사회적으로 어떠한 존재였는가를 고찰하는 것이다. 즉, 장애인의 삶과 사회적 인식을 고찰하는 것이 장애인의 역사라 할 수 있다. 또한, 장애에 대한 정의는 그것을 어떻게 인식하느냐에 따라 달라질 수 있는 개념이며, 이러한 인식의 변화는 복지정책의 변화를 가져올 수 있다는 점에서 매우 중요하다. 본 연구에서는 일제강점기 장애인의 삶과 사회적 인식을 고찰하고, 이들에 대한 조선총독부의 복지정책에 대하여 고찰하고자 하였다. 우리 민족에게 일제강점기는 고통의 시간이었지만, 장애인의 경우 더욱 극심한 고통을 겪어야 했다. 일제강점기 장애인에 대한 사회적 인식은 기본적으로는 쓸모없는 존재이자 놀림의 대상이었으며, 열등한 존재로서 제거되어야 할 대상으로 인식되었다. 법적으로는 무능력하고 불완전한 존재로 규정되었으며, 조선총독부는 장애인을 구제와 통제의 대상으로 바라보았다. 이러한 장애인에 대한 인식은 장애인복지정책에도 영향을 미쳤다. 조선총독부의 장애인을 위한 복지정책은 지극히 미진한 것이었다. 장애인을 위해 독립적으로 제도화된 정책은 없었으며, 장애인은일반구제에 포함되어 있었다. 그리고 그 구제사업은 임시적이고 즉흥적인 성 격이 강했다. 결론적으로 현재 당면한 장애문제는 일제강점기부터 본격적으 로 형성되었음을 확인할 수 있었다. 즉, 이 시기에 오늘날 좀처럼 해결되지 않는 편견과 차별, 그리고 배제와 같은 부정적인 장애인식이 본격적으로 형성되 었던 것이다.

The history of people with disabilities is to examine what kind of life they lived and what kind of social existence they were in history. In other words, examining the lives and social perceptions of people with disabilities can be their history. In addition, the definition of disability is a concept that can vary depending on how you perceive it, and this change in perception is very important in that it can bring about a change in welfare policy. This study attempted to analyze the lives and social perceptions of people with disabilities in Japanese colonial period, and to discuss the welfare policies of the Japanese Government-General of Korea. For the Korean people, Japanese colonial period was an era of pain, but people with disabilities had to suffer even more. During this period, social awareness of them was basically a poor and inferior being, a target of teasing, and an object that should be eliminated. They were legally defined as incompetent and incomplete, and the Japanese Government-General of Korea viewed them as an object of relief and control. This perception also affected the welfare policy for the people with disabilities. The welfare policy for them of the Japanese Government-General of Korea was extremely inadequate. There was no independent institutionalized policy for people with disabilities, and they were included in the general relief. Also, the relief project was temporary and spontaneous. In conclusion, it was confirmed that the overall current problems related to disability have been formed since Japanese colonial period. In other words, negative disability perceptions such as prejudice, discrimination, and exclusion were formed during this period.
