<초록>

본 연구는 한부모 가족의 복지 수준 인식에 관한 실증분석을 통해 양육비 문제의 정책적 시사점을 도출하는 것을 목적으로 하였다. 한국조세재정연구원 재정패널 데이터를 활용 하여 성향점수매칭과 엔트로피 균형접근법을 통해 분석하였다. 분석결과, 이혼 한부모 가족이 기혼 가정에 비해 복지 수준을 더 확대해야 한다고 인식하는 경향이 나타났다. 이는 주로 이혼 후 양육비 확보의 어려움과 교육비 부담 증가와 관련이 있다. 본 연구는 이러한 주요 요인을 해결하기 위해 미성년자의 양육 받을 권리를 기본권으로 헌법에 명 시하고, 양육비 선지급 제도의 적정한 도입을 통한 안정적인 양육 환경 조성의 필요성을 분석하였다. 또한, 양육비 지원을 위한 세제 혜택 확대 등의 입법 정책적 방안을 제안하 였다. 더불어 이혼 한부모 가족의 경제적 안정을 위해 공적 개입이 필요하며, 양육비 확 보 문제를 사적 영역에서 공적 영역으로 전환하는 방안의 필요성을 제기하였다.

This study aims to derive policy implications regarding child support issues through an empirical analysis of welfare perception among single-parent families. Using the Korea Institute of Public Finance’s Fiscal Panel data, we employ Propensity Score Matching (PSM) and the Entropy Balancing approach. The results indicate that divorced single-parent households are more likely to perceive a need for expanded welfare support compared to married households. This perception is primarily associated with difficulties in securing child support payments after divorce and the increasing burden of educational expenses. To address these issues, the study highlights the necessity of recognizing minors' right to receive child support as a fundamental constitutional right and advocates for the proper implementation of a government-initiated child support advance payment system to ensure a stable child-rearing environment. In addition, the study proposes legislative policy measures such as expanding tax benefits to support child support payments. Furthermore, it emphasizes the need for public intervention to ensure the economic stability of divorced single- parent families and calls for a shift in the responsibility for securing child support from the private to the public sphere.
