노인 빈곤 문제는 전 세계적으로 심화되고 있으며, 특히 한국의 노인 빈곤율은 OECD 국가 중에서도 가장높은 수준을 기록하고 있다. 이에 본 연구는 OECD 국가를 대상으로 사회지출과 노인 빈곤율 간의 관계를퍼지셋 질적비교분석(Fuzzy-Set Qualitative Comparative Analysis, fsQCA)을 활용하여 분석하였다. 본연구는 기존의 사회지출과 빈곤율 간의 계량적 관계를 분석하는 접근을 넘어, 사회지출 항목 간의 조합이 노인 빈곤 완화에 미치는 영향을 규명하는 데 초점을 두었다. 연구 결과, 개별 사회지출 항목의 증가만으로는노인 빈곤율을 효과적으로 낮추는 데 한계가 있으며, 정책적 결합이 이루어질 때 노인 빈곤 완화 효과가 극대화되는 것으로 나타났다. 특히, 적극적 노동시장 정책, 노령 및 유족 정책, 실업 정책이 함께 운영될 경우노인 빈곤율 감소에 효과적인 조합을 이루는 것으로 분석되었다. 또한, 건강 및 주택 정책은 단독으로는 빈곤 완화 효과가 제한적이지만, 소득 보장 정책과 결합될 때 더욱 효과적으로 작용하는 것으로 나타났다. 본연구의 결과는 노인 빈곤 문제 해결을 위해 사회지출 항목 간의 상호작용을 반영한 정책적 구성이 필요함을시사하며, 한국의 사회지출 구조를 보다 효과적으로 재편할 필요성을 제기한다. 또한, 본 연구는 정책 조합의상호작용을 고려한 분석을 수행함으로써, 보다 지속 가능하고 실효성 있는 사회복지 정책 설계를 위한 정책적 시사점을 제공한다.

Elderly poverty constitutes a significant global challenge, with South Korea exhibiting one of the highest elderly poverty rates among OECD countries. Against this backdrop, the present study explores the relationship between social expenditure and elderly poverty rates in OECD countries through Fuzzy-Set Qualitative Comparative Analysis (fsQCA). This study examines how combinations of social expenditure components contribute to mitigating elderly poverty. The findings indicate that the interaction of policy configurations is crucial in enhancing poverty alleviation outcomes. Specifically, the combination of active labor market policies, old-age and survivors' benefits, and unemployment insurance was found to be associated with a reduction in elderly poverty rates. These findings underscore the importance of designing policy frameworks that account for the synergies between social expenditure components to address elderly poverty effectively. This study provides valuable insights into the formulation of sustainable and effective welfare policies through the analysis of policy interactions.
