본 연구는 청소년이 학교를 그만두는 복합적, 근본적 사유가 무엇이었는지, 그 과정에서 주변인과 어떤 상호작용을 하였는지 심층적으로 이해하고, 이를 토대로 학업중단 예방 정책에의 시사점을 도출하기 위한 목적을 지닌다. 이를 위해 학교 밖 청소년 10명을 대상으로 질적 사례 연구를 수행하였고, FGI를 통해 자료를 수집하였다. 연구 결과 학업중단의 심층적 사유로서 세 가지 유형이 도출되었다. ‘진로 유형’에서는 고등학교 진학과정에서의 고민, 특성화고등학교 부적응, 전편입학 절차의 어려움의 경험을, ‘학업 유형’에서는 대학입시에 대한 부담, 자유로운 시간과 경험 추구를, ‘관계 영역’에서는 친구 및 교사와의 갈등 경험을 생생하게 드러냈다. 주변인 중 특히 상담(교)사와의 상호작용이 학업중단 보호 역할을 하였으며, 위클래스와 대안교실은 ‘쉼과 완충지’의 공간이라는 의미를 지니고 있었다. 학업중단숙려제를 신청하는 단계에서 이미 자퇴의 결심이 확고한 경우가 많아, 조기대응의 필요성을 시사했다. 연구 결과를 토대로 다음과 같이 학업중단 예방 정책에의 시사점을 도출하였다. 첫째, 진로 측면의 정책적 지원 강화가 필요하다(진로변경전입학제, 직업위탁교육, 중학생 대상 진로교육, 진로맞춤형 숙려제 프로그램, 계열 간 전편입학제). 둘째, 학업중단예방업무 인식 제고, 문제해결을 위한 개별맞춤형 접근을 위해서 소통 및 협의 기구(학업중단예방위원회) 강화가 필요하다. 그밖에 상담 체계 구축 및 인적 자원 확보, 상담의 질 관리 필요, 학업중단숙려제의 효과성 제고를 위한 조기 발견 조기 대응 강화, 위클래스와 대안교실의 양적∙질적 확장 등이 필요하다. 더불어 한 사람도 소외되지 않는 학교 만들기를 위해 고교학점제 도입을 앞둔 시점에서 학업중단 위기 청소년에 대한 고려가 필요함을 주장하는 바이다.

The purpose of this study is to understand the complex and fundamental reasons why adolescents drop out of school and how they interacted with others in the process. A qualitative case study was conducted with 10 out-of-school youths, and data were collected through FGI. The results revealed the existence of three in-depth reasons for dropping out, which are ‘Career’, ‘Academic', and ‘Relationship’ reasons. In each area, these experiences were seen and expressed very vividly. In particular, interactions with the counselor played a role in protecting students from dropping out. Moreover, Weclass and the alternative classroom had the effect of creating a form of ‘rest and buffer’ space. Based on these results, implications for dropout prevention policies were drawn as follows. Career support, appropriate organization & policy committees, a counseling system and an early warning and early response mechanism are clearly needed. Additionally, the WeClass and alternative classrooms should be expanded. In addition, I argue that it is necessary to consider youths at risk of dropping out of school in preparation for the high school credit system.
